HSE 5-step risk assessment covering hazard identification, persons at risk, controls, actions, and review.
Risk assessment is the foundation of UK health and safety law — the Management of Health and Safety at Work Regulations 1999 require employers to assess risks to employees and others. This checklist follows the HSE's 5-step approach: identify hazards, decide who might be harmed, evaluate risks and current controls, record findings and additional actions, and review.
Documented risk assessments are the first thing HSE inspectors check. They must be 'suitable and sufficient' and reviewed regularly.
